As others mentioned, eyeball check to confirm if they're still physically attached and nose check to confirm if they're working.
The ECU can be fooled by O2 spacers, resistors, or a tune... And even if you see the cats in place, they could have been hollowed out...
The only 100% absolute way to confirm would be to run the car on an exhaust gas analyzer to ensure that tailpipe emissions are where they should be. BUT... Ain't nobody got time fo' dat.

The sniff test is good but not foolproof. You'll need to park the car in a garage, close the door and start the car.
Let the car idle for 15-20minutes while taking deep breaths to smell the exhaust. If you become sleepy then you'll know if the car has cats.
