i had the same issue. ended up being the distributor. :screwy:
I forget which way it goes, but either the crank turns twice to the camshaft once, or the cam twice to the crank one. I'd try turning the motor one complete turn and see if cyl1 comes up.

have you tried putting a spark tester on a wire to see if you're getting spark?
without knowing a lot, I would say it sounds like a vac leak to me. I had the same exact issue once and a line had come off the intake. Worth double checking.

check the voltage coming off the relay. I think you have the right idea in thinking it's the relay connector or wiring....maybe the relay itself

does it have a vacuum or mechanical distributor? Does it have the canister on the side? turn the motor by hand and make sure your timing marks all line up?
